ASSESSORS MEETING MINUTES

OCTOBER 17, 2011

1:OOP.M.        Called meeting to order. Present: Paula B. Keefe, Ellen W.

                        Abelson, Richard B. Gorden and Mark J. Mazur.

1.   The Board discussed the possible assessment of two exempt entities as

partially taxable because they lease part of their property. The Board decided

to assess one of the properties, Parcel 123-16 as partially taxable for FY 2012,

because they clearly lease that property to a for profit entity. The Board

decided to evaluate the other property, Parcel 112-7, further before making

a final decision on whether it should be partially taxable.

2.   The Board approved corrections to the land area of parcels owned by an

organization taxed under M.G.L. Chapter 61B. The total land area of the five

parcels owned by the organization increased only slightly as a result of the

corrections by approximately 1%. The matter was initiated by a representative

of the organization. The corrected land areas were determined by the Town

Engineering Department.

3.   The Board granted a Fiscal Year 2012 Preliminary Tax Adjustment to the

      owner of Parcel 7-56.

4.   The Board reviewed documents related to the removal of a house lot from a

      parcel currently assessed under Chapter 61A. It was determined that because it

      will be used for the granddaughter of the owner to build a house, that no

      roll-back tax is due. The Board therefore signed a partial lien release and a

      certificate as to the amount of conveyance and roll-back tax for the property

      in question.

5.   The Board reviewed and then approved of changes to the valuing of our

      income producing real estate for Fiscal Year 2012.

6.   The Board reviewed and approved a list of changes for Fiscal Year 2012.

      Most were neighborhood changes to certain streets.

7.   The Board reviewed an old to new list that identified properties that had

      increased by 10% or more from Fiscal Year 2011 to Fiscal Year 2012.

8.   The Board will hold their next Board meeting at 12:30P.M. on Monday,

      November 7, 2011.
